Reading URA's Jurong White-Site Tender

Government land sales can look technical from the outside, so this note follows one release step by step, using the agency's own wording. The example is the White site at Town Hall Link in Jurong Lake District, which URA launched on 3 July 2026.
Step one: the Confirmed List behind Shoppes @ Sky Eden's headline reading
URA runs the Government Land Sales Programme in half-year rounds. Its 2H2026 round has a Confirmed List, which holds the sites the agency has committed to offer. The Town Hall Link White site belongs to that list, so its launch is a scheduled event and no surprise. Every site on the list follows the same path: a launch, a tender period, a closing time and then an announcement from the agency.

The site went out for tender on 3 July 2026. Tenderers submit offers by 12 noon on 17 November 2026, a fixed hour that gives the whole process a clear end date. URA handles the announcement of the outcome, and the Sales Concierge will relay the agency's own statement when it is published.
Step three: what the site is allowed to hold, in Shoppes @ Sky Eden terms
The release describes a total potential gross floor area of 186,139 sqm. Within that, a minimum of 40,000 sqm is for offices and 44,000 sqm is for complementary uses: retail, hotel, sports, recreational and community spaces, medical clinics and attractions. The setting is next to the Jurong Town Hall national monument and a future park, linked on several levels to the Jurong East MRT interchange and the upcoming CR19 station.
Step four: where the district fits, and how Shoppes @ Sky Eden compares in scale
URA places Jurong Lake District inside its decentralisation strategy, backed by public investment in Jurong Lake Gardens, the Jurong Region Line and the Cross Island Line. It adds that the New Science Centre and Jurong Gateway Hub join the district's offering.
Shoppes @ Sky Eden works on a much smaller canvas. It is a row of 12 F&B-approved strata retail units, from about 398 to 1,313 sq ft and about 11,193 sq ft combined, on the ground floor of Sky Eden@Bedok, a 17-storey mixed-use tower at 1 Bedok Central. The tenure is 99-year leasehold, the project is completed, and Bedok MRT is about a 3-minute walk away in District 16. The developer entity associated with the retail component is The Assembly Place.
One further point rounds out the picture. The Jurong release lists retail among its complementary uses, while Shoppes @ Sky Eden is a ground-floor retail and F&B address in a completed mixed-use tower, and the retail units remain on sale, with the latest unit sold shown on the site as 15 May 2026. The two projects sit in different districts and at very different scales, and the release carries no conclusion about any existing property.
